NIU Washrooms will be awarded a $79,900 contract to supply a portable, accessible washroom for use in the area of the Village Green in Creemore.
Director of parks and recreation Terry Vachon told the meeting that people frequenting the Village Green, and in particular children using the splash pad, have been using the washrooms at Station on the Green resulting in increased cleaning costs and posing an inconvenience for people renting the Station. The purchase price and 2024 operating costs of approximately $11,200 will be funded from the Access for Ontarians with Disabilities Reserve Fund. Vachon says a specific location for the new accessible washroom has not been identified. One possibility is the south side of the Station near the driveway to Bank Café. Another option is the northwest section of the parking lot.
“We want it to be visible so people using the Village Green will see it and use it,” said Vachon, adding the plan is to connect the washroom facility to the town water supply, but use a holding tank for waste water. If and when facilities at Station on the Green are expanded, the portable washroom can be used elsewhere in the township.
Audited financial statements
Clearview council approved audited financial statements for 2022 at its June 4 meeting. A report presented by Jay Anstey of Baker Tilley showed 2022 operating revenues of $30,397,872 up from $27,519,759 in 2021. Anstey attributed the increase to a rise in revenue from taxation and increasing useage fees for recreational facilities which were recovering from pandemic levels.
He noted there was a corresponding increase in recreation expenses and salaries with 2022 operating expenses $28,338,155 up from $25,171,069 in 2021. The township finished 2022 with an annual surplus of $9,670,845.
Debt service payments cost the township 5.9 per cent of source revenue, compared to the provincial average of 5.7 per cent. Anstey says that puts Clearview in the moderate range for debt service costs.
Council approved several new tenders this week including $2,876,980 awarded to WS Morgan for the East Stayner pumping station and $1,867,869 to SMRS Construction for Riverside Drive Reconstruction.
Nottawa Hall improvements
Council deferred a decision on a request for $27,494 in repairs to the front vestibule and roof at Nottawa Hall. Vachon said in the interest of getting the repairs done quickly, he asked two contractors to quote on repairing the existing structure. Councillor Phyllis Dineen suggested consideration should be given to replacing the flat roof with a peaked roof, saying, “It’s just sticks and shingles.”
Staff has been asked to report back to council at the June 24 meeting on the feasibility of this approach.
